I need help with facebook mafia wars!! What level do I have to be to buy a commercial helicopter? I am lvl 143?

I am trying to do a job in Cuba in Mafia Wars on Facebook. The job requires me to have 2 commercial helicopters, which I have plenty of pesos for but it tells me "You are not a high enough level to purchase this item." What level do I have to be to be able to purchase these helicopters, and why would I be able to do the job if I can’t buy the equipment needed to complete it?

I was locked out of purchasing a chopper during levels 141 and 142 — but allowed me, when I reached level 143…

below it opened up?

You can’t buy commercial helicopter. You have to get the loot from doing the jobs or winning the battles.
